Report Illegal Dumping

Lubbock citizens and property owners often experience the unwelcome gift of a worn-out couch or other unwanted bulky items beside dumpsters in their alley. Code Enforcement receives reports on these items that are illegally dumped, and if identification can be made regarding the person(s) who dumped these items OR if it is known where the items came from, Code Enforcement can make those responsible for causing the illegal dumping to remove and properly dispose of the items. Code Enforcement will issue citations. In cases where no person can be identified and held responsible for the items, the homeowner/occupant may be responsible for disposing of those items.

Request Repairs to a Dumpster

The City of Lubbock Solid Waste Services department replaces dumpsters as needed. If you have a dumpster that is damaged, has missing lids, graffiti, etc. please let us know and it will be repaired or replaced.

You may call Solid Waste at (806) 775-2495 during office hours to report the location of the dumpster that needs to be replaced.

You may submit the request online. Please have the following information available when submitting online:

  • Address where the dumpster is located
  • Description of problem (rust, bottom out, missing lids, graffiti, holes, smell)
  • Dumpster serial number (not required)

Request Trash Pickup

The Solid Waste Department normally collects commercial and residential dumpsters twice per week. However, dumpsters that serve less than two homes will be collected only once-per-week throughout the year. Collection days for twice per week collection are usually Monday/Thursday, or Tuesday/Friday. During periods of bad weather, high winds, rain or holidays, collection frequency may be reduced. 

To report full or overflowing City of Lubbock dumpsters you will need to supply the following information:

  • Address where the dumpster is located
  • Description of problem (dumpsters in alley overflowing, someone filled dumpsters with yard waste or other trash, etc.)
  • Dumpster serial number (not required)

Request Temporary Dumpster Movement

Residential dumpsters are placed in city-controlled right-of-ways (alleys or parkways) in a pattern and at locations that allow for the effective, efficient and safe collection of the dumpsters while maintaining a certain ratio of homes per dumpster. As such, dumpsters are only moved at the initiation of the department for operational and routing reasons.

Requests to move a residential dumpster will not be granted except in cases where the dumpsters are blocking gates or hitting water and gas meters. If there is an issue or problem with the location of the dumpster, the department will work with residents to resolve the issue or problem rather than transferring the problem by moving the dumpster.

If a dumpster is moved, at the request of a citizen, so that work can be done on their property, the dumpster will be returned to the original position (or close proximity) after the work is complete.

Report Damage to Property by a Refuse Truck

Possible Damage Caused by Refuse Truck

Residents should call 806-775-2495 to report possible damage caused by the refuse truck. Solid Waste foreman will make a site visit to investigate reported property damage and contact the resident. If it is determined that the refuse truck caused damage, the repair will be scheduled.

If it is determined that down cables or wires caused by the refuse truck, results in property damage, then after the Solid Waste foreman completes the investigation, the property owner will be required to file a claim with the City Secretary.

Non-Emergency

  • Fence damage determined to be caused by refuse truck – Solid Waste has a crew that is able to repair minor damage to wood and chain link fencing. The process for repairing damage to brick or cinder block fencing will require a claim to be filed with the City Secretary.
  • Low electrical, telephone or cable wires – Solid Waste attempts to report these to the appropriate utility company.
  • Downed telephone or cable wires – Solid Waste reports these to the appropriate utility company.
  • Other damage – Solid Waste staff will make a site visit to investigate property damage and leave contact information if no one is at home. The property owner will be required to file a claim with the City Secretary.

Emergency

  • Electrical Wires – live wires down. Call Lubbock Power and Light (806) 775-2587 or (806) 775-2495.
  • Gas Meter – leaking gas. Call ATMOS Energy at 1-866-322-8667 or (806) 775-2495.
  • Water Meter – water leaking. Call City of Lubbock Water Utilities (806) 775-2495.

To make a claim to the City go to the main page here. Click the top right tab that says "I want to". Then look at the bottom left of the page for "Report an Issue" and select "File a Claim Against the City".

Request Special Needs Disability Services

The City of Lubbock Solid Waste Services department will provide solid waste services to handicapped citizens by entering onto private property of such citizen providing that the following conditions are met:

  • The citizen shall request such services, in writing
  • The special needs disability must be a physical impairment which prevents the citizen from placing solid waste in the dumpster for collection
  • The citizen shall present with the request for service documentation from an attending physician confirming the disability
  • The citizen shall be the sole resident at the residential service address where the service is requested, (unless all other residents at the service address qualify for this service under the provisions of this section)
