Wastewater Contribution Permit

Our program permits significant industrial users as required by federal pretreatment regulations. The following criteria, defined in the Environmental Protection Agency's (EPA) General Pretreatment Regulations (40 CFR 403), are used to determine if a industry is a significant industrial user:
  • conduct operations that are subject to the EPA's categorical pretreatment standards
  • discharges an average of 25,000 gallons per day or more of process wastewater
  • contributes a process waste-stream which makes up 5 percent or more of the average dry weather hydraulic or organic capacity of the publicly owned treatment works (POTW).
  • has a reasonable potential for adversely affecting the POTW's operations or for violating any pretreatment standard or requirement
Wastewater Contribution Permits provide permittees with information as to their discharge limitations, sampling and reporting obligations, general conditions and special conditions. Complete information on the user, including sampling point locations, applicable pollutants to be monitored, discharge standards to be met, reporting requirements and other useful information are all maintained to help develop the permit. This information is constantly being updated as new information is received such as following a facility inspection.
Permittees are required to submit self-monitoring reports for the life of the permit, which is typically one to three years. These reports are to include the results of all sampling conducted during the reporting period and to also include applicable general and special certification statements.

Wastewater Contribution Permit

  1. Complete a Wastewater Contribution Permit application.
  2. Pay a permit fee of $300.00 submitted with permit application.

One Time Wastewater Discharge Permit

Issued on a case by case basis. Please contact the IWMP staff before applying.

Ground Water Recovery & Treatment Systems

To apply for a Ground Water Recovery & Treatment Systems Wastewater Discharge Permit:

  1. Complete a Ground Water Recovery & Treatment Systems Wastewater Discharge Permit application.

  2. Submit analytical results for the following constituents with the permit application:
    • Benzene
    • Toluene
    • Xylene
    • Ethylbenzene
    • Lead
    All analysis must be run using 40 CFR Part 136 methods

  3. Pay a permit fee of $35.00 submitted with permit application.

Septic Waste Hauler Permit

Issued to each vehicle transporting septic waste to the Southeast Water Reclamation Plant.

To dispose of septic wastes at the City of Lubbock’s Southeast Water Reclamation Plant, each vehicle must annually:
  1. Complete an Waste Hauler Permit application;

  2. Show proof of a valid City of Lubbock Health Department waste hauler permit;

  3. Show proof of a valid Texas Commission on Environmental Quality (TCEQ) permit; and

  4. Pay a permit fee of $50.00 submitted with permit application.

Permits are granted annually beginning October 1. The permit fee of $50.00 yearly or $4.17 a month will be prorated for permits acquired during any other time of the year. There are no refunds for issued permits.

Each vacuum truck of 750 gallons or less will be assessed a minimum discharge fee of $35.00 per load. Vacuum truck discharges in excess of 750 gallons will be assessed the minimum discharge fee plus $0.14 per 100 gallons over 750 gallons. There is also a surcharge on excessive strength discharges.

Billings will be sent, by mail, monthly to the mailing address indicated on the permit application. Payment is due within 22 days of the billing date to avoid late charges.

Only septic wastes can be discharged at the Southeast Water Reclamation Plant and regulations pertaining to septic tank emptying can be found in the City of Lubbock Wastewater Ordinance Sec. 22.04.175.
