In accordance with U.S. Department of Transportation Federal Aviation Administration 14 CFR Part 158 (Passenger Facility Charges), the City of Lubbock, Texas, as Owner and operator of Lubbock Preston Smith International Airport, has previously imposed a Passenger Facility Charge (PFC) as specified in 14 CFR Part 158, per the Federal Aviation Administration’s Record of Decision dated August 2010. 

 

Pursuant to Part 158.37(b), the City of Lubbock, Texas hereby announces its intent to amend application 13-08-C-00-LBB with the Federal Aviation Administration.  The Airport will accept comments on the amendment for 30 days beginning December 19, 2013 and ending January 18, 2014.

The following action is proposed:  In accordance with 14 CFR Part 158 section 158.37 (b), the City of Lubbock, Texas is requesting authorization to amend and reduce the scope for Project 8-2 of PFC application 13-08-C-00LBB by removing the rehabilitation and re-configuration of connecting taxiways from the project scope.

 

The original project description states “The project includes rehabilitation of the airport’s primary concrete runway (Runway 17R/35L) and connecting taxiways.  Rehabilitation of the concrete runway will include rubber removal and joint sealant replacement in the center 50 feet and full depth replacement of the outer 50 feet on each side.  Connecting taxiways will be evaluated and re-configured to comply with new design standards as determined by the FAA.”

 

The amended project description is “This project will rehabilitate Runway 17R/35L to maintain structural integrity of the pavement and minimize foreign object debris.  This project includes replacement and removal of the 50 ft outboard of the keel section of Runway 17R/35L, which has a pavement index condition of 43-70 (poor to fair) for both east and west pavement sections.  The project also includes rubber removal and joint sealant replacement in the center 50 feet of the runway.

 

This amendment will result not result in a change in impose and use authorization nor will the amendment change the estimated Charge Effective Date (September 1, 2016) or Charge Expiration Date (May 1, 2020).
