The City of Lubbock adopted the Storm Water Ordinance (Section 22.11.032 III. E. 10)
in November 20, 2008 that prohibits “any intentional disposal of grass clippings, leaves or other vegetation into any gutter, street, sidewalk, or other drainage device that connects with or drains into the Municipal Separate Storm Sewer System (MS4)”.
Grass clippings are harmful to stormwater because yard waste contributes nutrients, such as nitrogen and phosphorous, which cause unwanted and uncontrolled growth of algae and aquatic weeds. In addition, they can reduce the storage volume in our local playa lakes over time.
